Tanker Vapor Recovery Plant (TVR)

Top) The world’s first TVR plant in Kagoshima, Japan
Bottom) A TVR vessel designed to be installed in offshore crude loading terminals

TVR stands for Tanker Vapor Recovery and refers to plants for treating the VOCs (Volatile Organic Compounds) discharged from crude oil tankers during loading. It is designed to remove VOCs (Volatile Organic Chemicals) and odor components while at the same time recovering VOCs as crude oil.
The world first commercial TVR plant was installed at a crude oil terminal in Kagoshima, Japan. The plant was designed and built by JFE, and has been in operation since 2007. Unlike with conventional VOC recovery technologies that use kerosene, activated carbon or silica gel, the process employed is intended to directly absorb VOCs into crude oil. The plant captures more than 99% of VOCs and odor components and recovers about 70% of VOCs as crude oil. This contributes to reducing the environmental impact and to the efficient use of energy resources.
JFE has been working to develop the TVR plant for offshore application. This is aimed to enable crude oil exporting countries to capture VOCs at offshore loading terminals such as SPMs, sea berths and dolphins.
